Union Representatives
Who are our local union representatives?
Local union representatives are fellow union brothers and sisters who have volunteered their time to represent you and help protect your interests. They either serve as a member of the Executive or act as Shop Stewards.
Members of the Executive are elected by you, our members, at our Annual General Meeting. A list of the current members of the Executive of CEIU Local 90113, and their positions, can be seen on the “About Us” page of this website. You can contact them via email by clicking on their name in the list or visit the “Contact Us” page to see the email addresses associated with each position/location.
Local Shop Stewards are also CEIU members who have volunteered their time to help fellow members resolve issues or file grievances and are committed to representing you along the way. Shop Stewards are not elected but are generally required to complete Grievance Training. If you have an issue and may need representation, please contact our local President, Chief Shop Steward, or another member of the Executive.

Grievance Process
What is involved in the Grievance Process?
The first step in this process is to reach out to your Local Executive Team or a Shop Steward to discuss your situation. Our contact information can be found here Contact Us. Once our investigation is complete, it is possible we may be able to resolve your issue without having to file a grievance.
A grievance is a means for the union to protect members’ rights under the collective agreement. Filing a grievance is a legal right when there has been a violation of a right in the collective agreement and/or a member has been disciplined or terminated.
A grievance must be filed no later than the 25th day after the date on which the grievor is notified or on which the grievor first becomes aware of the action or circumstances giving rise to the grievance. Article 18 of the Collective Agreement outlines this process. There shall be no more than a maximum of four (4) levels in the grievance procedure.

Phoenix Pay System (Pay Issues)
What is considered a Phoenix Pay Issue?
Pay issues with Phoenix could include a variety of scenarios such as: union dues or pension not being deducted, acting pay not properly reflected, returning from leave without pay and experiencing a delay in pay, going off on leave without pay and still getting paid, having a separation of employment with monies still owing etc.
Why is it important to stay on top of your pay issue?
Having a pay issue such as union dues not being deducted (whether you are actively employed or on leave without pay: maternity, parental, sick leave, family leave etc) can impact your membership standing.
Why is this important to be a member in good standing?
If you are not in good standing, it can impact your application for life insurance benefits through Coughlin, it could prevent you from attending a Convention as a Delegate, and it may impact your ability to receive your strike vote credentials.
What are the steps to fix this issue?
There are several steps involved and it may vary based on your situation. See a few of the scenarios below:
Active Employees & Employees on Leave Without Pay:
- Submit a Ticket with the Pay Centre. This can be done by directly contacting the Client Contact Centre or by submitting a ticket through your MyGCPay.
- Inform your Team Leader/Manager of the situation and ask them to submit a Pay Action Request Form.
- Fill out a Contact Us Form on the PSAC Website. This will ensure our Bargaining Agent is aware of how many people are being impacted Nationally and may aide additional assistance.
- Fill out a Member in Good Standing Request Form.
- If you have incurred expenses or financial loss due to the pay issue, review the claim submission page.
- If you continue to experience issues after these steps have been taken, consider reaching out to your Member of Parliament.
- If this is causing a great deal of physical or mental distress please speak to your Team Leader / Manager about filling out a Lab 1070 Form. This will go to your Occupational Health and Safety Committee.
- Note: If you owe money back, and this will impact you financially, be sure to express this to the Pay Centre and on the Contact Us Page. A payment plan may be available to you.
Former Employees:
If you are a former employee that is waiting for your final pay or your severance pay, take the following steps.
- Submit a Ticket with the Pay Centre. This can be done by directly contacting the Client Contact Centre.
- Inform your Team Leader/Manager of the situation and ask them to submit a Pay Action Request Form.
- Fill out a Contact Us Form on the PSAC Website. This will ensure our Bargaining Agent is aware of how many people are being impacted Nationally and may aide additional assistance.
- If you have incurred expenses or financial loss due to the pay issue, review the claim submission page.
- If you continue to experience issues after these steps have been taken, consider reaching out to your Member of Parliament.
Strike Vote Information
With the upcoming strike votes taking place between February 10th and April 11th, 2023, members are reaching out with a variety of questions. Stay informed by reviewing the links below. If you have not received your strike ballott/code, additional steps may be required.

What if I did not receive my personal strike ballott or email to attend a strike vote session?
- You may not be properly registered with the union. You should resubmit your membership application. Specific instructions for the CEIU Local 90113 members can be found here. If you do not enter the correct local information or do not sign your RAND email this WILL impact your submission. Please read the instructions carefully.
- You may not be a member in good standing if your union dues are not being properly deducted from your pay. This could be at no fault of your own as you are awaiting for the Pay Centre OR you may be on some type of leave (Maternity/Parental/Sick/Family etc). Whatever the reason, even if you are still on leave without pay, fill out the member in good standing form here.
- Create / Upate your contact information on the PSAC website here.
Note: Once these steps are completed you should receive an email within 72 hours with your individual ballott. If you have followed these steps and have still not received the ballot please click here and go to Step 2.
Strike Pay
What happens to my pay if we go on strike?
- You will continue to receive your regular pay from the employer.
Won’t that cause an Overpayment?
- If you are designated to work then no, this will not cause an overpayment.
- If you are designated to strike then yes, it will cause an overpayment. You should make a plan for this. Possibly move the money to a separate account and have it readily available for when the repayments come into affect.
Who determines if I’m essential and how will I know?
- The employer will determine and communicate your status with you. This letter will have your code identified. Code 1 will mean you will report to work per usual, Code 2 will mean you report to the picket line (unless you have to cover for a Code 1 due to illness etc), Code 3 will mean you report to the picket line (unless a disaster occurs).
If I have to report to the picket line how will I be paid?
- You will be required to sign in and out for your picket shift in order to be paid.
How will I know where I am supposed to report for picket duty?
- Your Local CEIU 90113 will reach out to you to advise your duties and location.
- To avoid delays in pay, you should make sure your contact information is up to date with your Local CEIU 90113.
How much will I receive if I’m picketing?
- You will receive $75 from PSAC, $50 from CEIU National and your CEIU Local 90113 passed a motion to top our members up to their Net Pay.
Is strike pay taxable?
- No.
